You may Blogs Make offline by using blogger setting. Blogger is free platform to blog and publish your blog publicly or make access only by some restricted user. It is your wish, but most author of blogger want to most traffic in there site but if you have some confidential matter and don't want without your permission not any user can see your blogs or make it offline for Temporarily.
Accomplishing this from your Dashboard is a simple process.
1. Login Your Blogger Account.
2.Open Your Blog Admin Area.
3. Click On Setting >> Basic
4. Check Blog Readers Option on Permission Tab.
5. After open Blog Readers option and see the three radio button option- Anybody , Only Blog authors and Only these readers.
after that save changes.
This option provide for your blog privacy, if you want secure your personal articles ( under comman creative) and project works to another person either want live for all users on search engine for share your article and cc works.

after that save changes.
